Nairobi International Convention on the Removal of Wrecks 2007

Russia is going to become a Member to Nairobi International Convention on the Removal of Wrecks 2007.

In October, 2019 the Russian Government is going to introduce in Parliament the bill on entering into the Nairobi International Convention on the Removal of Wrecks 2007.

The Convention has entered into force in 2015 and provides a strict liability, compensation and compulsory insurance regime. It makes the registered owner of a ship liable for locating, marking and removing a wreck deemed to be a hazard in a State’s Convention area.

As to the Government’s opinion, the compulsory insurance regime prescribed by the Convention for vessels of 300 gt or more should become an efficient mean of resolving the problems with wrecks in the Russian waters while the current Russian legislation represented by the Chapter VII of the Merchant Shipping Code have a number of gaps.
